   They're not much good, however, without a recipe.

   Only anhydrous ammonia - used as a farm fertilizer and also for cooling in the fishing industry - is hard to come by because sales are government regulated and monitored. Meth cooks either steal it or get it from someone who has stolen it, narcotics officers say.
